The Minnesota Department of Health (MDH) is seeking candidates for the position of HIV Prevention Community Planning Coordinator. This position is responsible for statewide HIV prevention community planning activities implemented through a community advisory body to the STD and HIV Section of the MDH.
Minimum qualifications include a Bachelor's degree and two years of
professional experience in the planning, implementation and
administration in the area of public health programs or a related field.
The incumbent will also have knowledge of planning principles including strategic planning, coalition building, policy development and implementation, program evaluation and principles and practices of research and analysis techniques. PRIMARY DUTIES AND RESPONSIBILITIES:
Transit Administration:
• Work closely with President and the VP of Community Services to ensure the quality and availability of all services offered to the community.
• Ensure all Transit planning and new Transit service development efforts position DARTS as a leader in the specialized transit industry
• Prepare and negotiate all Transit contracts, including contracts with Metropolitan Council, Dakota County, and Transportation providers in Lakeville, Hastings, and others and to ensure compliance with all the necessary elements of the contracts
• Develop and manage the annual Transit and IT operating budgets and monitor on a regular basis to ensure adherence to budget.
• Develop and manage the Transit operating and IT capital budgets, including office computers and software, vehicle communications hardware and software and vehicle acquisition and replacement to meet the operational needs and safety of the department
• Manage all insurance related activities for Transit to appropriately manage DARTS risk while maximizing safety and minimizing cost.
Transit Operations:
• Direct the key Transit operations staff; the Director of Transportation Operations, Customer Service Supervisor, Information Systems Manager and Administrative Assistant to ensure all services are implemented and operate as proposed.
• Provide for and oversee as needed the monitoring of all Transit services and activities to maintain maximum effectiveness, efficiencies and utilization of resources to meet budget. Including oversight of hiring, staffing, safety programs, customer service, and scheduling and dispatching.
• Oversee the development and offering of trainings and materials for internal and external use that position DARTS as a leader in specialized transit service operations training.
• Assist the Information Systems Manager in maintaining DARTS technology infrastructure and the investment in the tools to maximize staff time and expertise.
• Promote and assist with special technology projects for transportation to test options that may provide a competitive edge and maximize service opportunities.
Represent DARTS in Transit Community:
• Establish and maintain community contacts that support DARTS in its mission to provide excellent community based services.
• Develop and maintain working relationship with transit providers, non-profit community based agencies, public funding agencies, software vendors, educational institutions and various other publics to establish DARTS position as a key resource in the Twin Cities Metropolitan area.
• Attend areas transit meetings and other planning events.
• Actively participant in the Minnesota Public Transit Association, the Met Council Advisory Committee and other similar organizations.
Directly Supervises: Director of Transportation Operations, Customer Service Supervisor, Information Systems Manager, and Administrative Assistant.
EXPERIENCE AND QUALIFICATION REQUIREMENTS:
-Bachelor’s degree in business administration, transportion, non-profit management or similar management degree area. Masters degree preferred.

Qualified Expatriate Somali Technical Support (QUESTS) is UNDP’s first project facilitating the transfer of Diaspora expertise to Somalia. QUESTS is a modified version of the UNDP global initiative Transfer of Knowledge Through Expatriate Nationals (TOKTEN), which encourages expatriate nationals to volunteer their expertise in the service of their homelands for short periods of time. In its initial stages, QUESTS will focus on priority sectors identified by the Somali authorities and local and international humanitarian organizations, which are health, education and agriculture.
